Cernavoda Partners was a private military corporation. Its CEO was Layton Kynelty. Cernavoda owned more and newer armored vehicles than the US military. Kynelty was outspoken about the US' flaws, and was a proponent of placing the Executive Branch under outside control. He and Raymond Harris of Firehawk, LLC sponsored the Executive Branch Management Bill, which failed in the Senate. The next day, Cernavoda stationed armored vehicles along Pennsylvania Avenue and forced the Senate to re-vote on it, and it passed. Soon after, Harris was killed attempting to drop a nuclear bomb on President Albert Fachearon, who had refused to recognize the PMCs' authority.
Kynelty then gave a speech from the White House and the government went back to work.
